Most lawmakers don't have the time to read line by line every single bill that they are asked to vote on. That is a that's an actual structural problem. I don't know how we solve it, but it's a very big problem. My guess is they were told by their aides. They were given an executive summary that did not point out correctly what was going on. And probably relied on an interpretation from an aide or you know some counsel digest or something like that.
