The Importance of Having an Independent Executive Branch

There's another view of the machine which actually goes contrary, I think, to your argument. To me, the Tammany Hall story is about having the cronyism and the floating political coalitions in the executive branch versus the legislative branch. And even from the point of view of those selfish politicians, like say you know that half the time Democrats will be in power and half the time Republicans are going to be in power. If that legislature has a long enough time horizon, they'd be happy to have a pretty independent, pretty neutral executive branch to carry out their wishes.
