The cost of these deals in the long run, aren't they usually pretty devastating against the countries that break international norms? Absolutely. This is another example where they simply don't respect the norms of international law. It actually makes it even more difficult, I would argue, to normalize things with Russia so long as they continue to do this sort of thing.
