The chances are at some point in time if too many state actors have nukes, something's going to happen. And there is no precedent for that in nature. It never happens in nature. They always get used at some point. I mean, if somebody could do 9-11, they can look if they had a suitcase nuke on 9-11 and they had it in New York City, they would have used it. Why not? That's the way they were thinking.
