Northern island was often that kind of the flash point. It captured a wider story about the distrust between the b b c and the government. There were plenty of conservatives who were parachuted into the board of governors. The threat of the license fee could always be pegged or set below inflation, frozen for a number of years. And of course, there were those periodic investigations, o committees that could change the whole climate of broadcasting.
