Is There a Balance Between the Board and the Railroads?

The board, a lot goes on behind the scenes. There's an economics group division of the STP and quite often in these very technical proceedings that deal with high-level economic issues. They're hard at work trying to figure out what type of impact will this new rule or regulation have on the rail industry? Will it hurt the industry? Or is there a balance that needs to occur to help the shippers feel or be more even with the railroads and the regulatory scheme?
