Author says dictators often make decisions with imperfect information. Part of that is because the folks who work for them, whoare in the business of providing them with information, you knowt they manipulate access to information. Hitler created overlapping bureaucracies so convoluted he had five, six or more different agencies all working on the same types of issues. And hitler had this social, darwinist viewnow, let them fight it out, and the strongest will survive. But what that did was it it sabotaged his own success. Because he wanted to get accurate information, and the process he created led to inaccurate, manipulated and sometimes withheld information by his advisers.
