Introduction
A couple of weeks ago, Hurricane Fiona struck Puerto Rico's southwest coast as a Category 1 storm. Even before the hurricane struck, the entire grid went down and the island was without power. Weeks later, power still hasn't been entirely restored. Some islanders have been able to buy rooftop solar, which has proven invaluable in the past few weeks. But US tax credits are not available there and few can afford the upfront cost of PV and battery systems.
