No potential targets of the investigation made a submission to the court. CNN's John Defterios says it could be because they didn't have an opportunity to read the report and don't know what's in it. But he also thinks that if Hillary Clinton is planning on bringing a case against Donald Trump, she should give him time to present his side before indicting him. "I think it's always best practice if you can invite somebody to ask questions or questions before the grand jury," Defterios said.
