The End of Hoover's FBI

The show picks up the story at the end of Hoover's FBI. We don't understand people hunting other people on the fringes of society, he says. And so how do we battle this if we don't really know what it is there? They're obviously angry. There's obviously a lot of sort of rage against civilization in some kind of way. But they're impossible to anticipate because we don't know from whence they come.
