The Importance of Private Plane Manifests
Two separate sources have said Keys had access to and traveled by private plane in Sacramento, one of whom named Kimberly's brother as the owner in pilot. The FAA does not require a flight plan or manifests for private planes; pilots are only required to log how many souls are on board with its date, departure and destination. Neither Kimberly's brother nor Keys's alleged access to his plane ever come up anywhere in the FBI files or interviews. It's unclear, but unlikely, that the FBI ever obtained this information.
