The Department of Defense Deleted Text Messages

Frap congresmonan talks about the reports of all these deleted text messages from the department of defense. Do you believe that it's possible that this is just bureaucracy, or do you believe there's thin more nefarious going on? I was at the pentagon, and in 20 17, had to hand over myn official government phone like everybody else. And i just don't know what the the thinking was in that transitional period when folks were were having their phone wiped.
