The Importance of Intentions Under the Act
It can cover the conveying of information to the press like for example Edward Snowden did or a man named Terri Albury did. It doesn't matter if you were trying to do a good thing, even if one could reasonably conclude that on balance the public interest was served. That really is irrelevant under the act. So it can include media sources and you know chillingly the language is broad enough that it could also cover press stories that deal with classified information which as everyone knows is or are published all the time.
