Marguerita fajardo is a historian at sarah lawrence college and the author of the world that latin and america created the united nations economic commission for latin America. She says sepa was shaped by two key insights, which were first developed by its long time argentine economist, raoul prebish. Fajardo: The global economy was divided between centre and periphery. And then second, that these primary commodity exporting economies on the periphery, that they faced a structural problem of declining terms of trade with the industrialized centres.
