The Axis of Convenience Between the Soviet Union and the Third World

Margaret Thatcher said 1981 was the last year of the West's retreat before the axis of convenience between the Soviet Union and the Third World. But it would be very hard to say that their decisions in your industry were driven by a willingness to serve the interests of the Soviet Union. So I think what Margaret Thatcher really was thinking with that statement is that that moment was a weakening of the effort of Third World countries to generate some kind of state driven development.
