Is Putin Really a NATO Alligator or Just a Paper Tiger?

Joe Biden is convinced that it's unlikely the missiles fired into Poland a NATO ally Came from Russia, which is the dumbest conclusion unless he has any evidence. I don't even think they did it by accident That's what my gut tells me Vladimir Putin has been targeting civilians and infrastructure to inflict as much pain on the civilian population of Ukraine as possible. Is is NATO real or is it just a paper tiger? You know if Poland knows you can determine in pretty short order whether or not their missiles that are came from Russia.
