Jang's Greatest Achievement

In retrospect, jang's greatest achievement looks better than at the time. Tried to coordinate a chinese organization that would handle reconstruction of post war china. Ended up resigning in anger and some one else had to finish programme. But i think it hasn't been appreciated enough by westerners he dealt with. He was also responsible for mending dikes on yellow river which were smashed by nationalist government during World War II.
