Biden's plan clearly puts an emphasis on tenants, on tenant protections. But if you talk to landlords or industry groups ... many of them resist that kind of attention. This was a tension that we really saw when emergency rental assistance was what we were talking about during the pandemic. There's definitely not a consensus here around how to solve some of these issues.
