Is Austin Energy a Public Utility or a Private Utility?

I don't have a good metric by which to judge this is in terms of when it comes to services like this or specifically to power grid services, do they tend to be better public or private? I believe Austin energy is a public utility. And so I'm fairly agnostic as to how these are set up. But Jen, I think that's something you've researched more. Do you do you find like in this instance, this is a failure of a public service, do you tend to outperform other private competing services in Texas? Is there a way by which we could compare this?
