They were then committed to it, and created a very complicated model, involving franchising,. Separating out the infer structure, which the ations in the track and the like, from the operations is one way that privatization worked. But as they soon found out, having competition in a rail net work is very difficult, because you knows only one set of tracks up to anywhere. It's very difficult for trains to pass each other
