In March of 1999, there was a 22 year old girl by the name of Cynthia Virgil. She had this chain just padlocked onto her neck like it's like a collar. And so she's running on this dirt road. Cars do end up passing her and later we find the drivers of those cars said, you know, I just thought she was kind of a nut job. It is scary to see that.
