Debate over the speed of emissions decline and potential court challenges

Last week at COP28 the Canadian government announced a framework that will put a concrete limit on the amount of CO2 that oil and gas can emit. The idea is to accelerate how quickly Canada reduces its emissions. But the plan has sparked harsh criticism from all sides, including climate activists, the Conservatives, the NDP and oil and gas companies. How will the cap work? Does it go far enough?
