A bronze eagle had been found at silchester, near basingstoke in hampshire in the 18 sixties. The basis for rosemary's sucklif's novel was the fact that this could be a legionary eagle. Only one legion is known as having gone missing in britain. And anyway, that eagle in silchester isn't from the army. Perhaps part of a a jupiter statue. But it has got nothing to do with the ninth at all.
