Is There a Principled Way to Distinguish Sanctions From Military Operations?
Is there a principled way to distinguish offensive cyber operations from economic sanctions? Sanctions have an element of process and public review in may not be the case in all nations, but certainly for the United States and our allies. There would be a level of process and review and debate before we would impose sanctions on another nation that might have the same end result as a cyber space operation against someone else's economy.
