Mao was a hands-on kind of manager. He had no problem getting his hands dirty, especially in the beginning when he was still able to casually mingle with the masses. Joe continued to reach out to and work with all those non-party members who, despite their skepticism about everything Mao was saying, stay behind, wait and see. Ten of the 21 ministers, named by Joe, were also not CCP members.
