The idea that even the most powerful should be capable of being indicted. This will be a precedent. Indictments of leaders in the past have presaged their fall from power. A lot of it was indicted and then handed over. The beasts of the Balkans were indicted and then went into hiding for 20 years. There is much room for positivity there. And to some extent we have produced a form by way of sanctions of punishment.
