The Bank of England
The Bank of England is the largest white collar organization in the world at this time. It houses 300 clocks, space for hundreds of customers and possibly thousands of customers coming through a day. The bank had been an aggressive landlord pushing out the residential population from this space because it was terrified of fire. We can see images of those offices in caricatures produced by Rolandsen and Gilray at the end of the century.
