The Importance of Cannabis in the FBN

The FBN was formed from condensing two agencies, the Federal Narcotics Control Board and the Narcotic Division in June of 1930. Anslinger needed a widely used drug to ensure a robust future for the Bureau and no drug was more ubiquitous than cannabis. If cannabis were suddenly found to be harmful, the bureau could conceivably receive massive funding and attention.
