Jonathan Gould: Norms are regularly followed modes of behavior by public officials regarding issues of governance. By definition, if you break a norm, you can't get hauled into court for it. The most important constraint on bribery of public officials is law not norms. If the norm violation is police to all, it's police by the political process rather than familiar legal process.
