The Freedom Rides built up to such a crisis because even though Mississippi was putting everyone in jail and Jackson, the Freedom Rides didn't stop. It was a time when Kennedy was very concerned about the US's public image. And what it did was work with the Interstate Commerce Commission to make it absolutely clear that there wasn't going to be segregation on buses.
