Morgan Stanley had not necessarily called a bottom in chip stocks, but thinks that we're getting closer. The Philadelphia index is priced at 14 and a half times earnings right now. That's 11% discount to its average multiple around 16 for the past decade. But still those corner of the market today really feeling the pain.
