Let's say what, which is an American expression. So you use that to express great surprise at what someone has just said. Another one is say when, saying 'when did you go to the moon' And we use that when you want someone to stop pouring a cup of tea. To say the least means using the least strong way of saying something. For example, I'm not very happy with his work to say the least.
