Since Tiananmen Square China has had very little Dijure change with respect to the party and all these stuff like that but they've had an immense amount of de facto change. In Russia you've had this tremendous amount of Dijure changes but no real de facto changes so the more things change the more they stay the same. The survival of the party is going to depend on the vibrancy of the economy and so they don't want to kill the goose that lays a golden egg either.
