The Emerging Risk Regulation Model for AI
The Singapore model and the NIST model are pretty good examples of a soft law or guidance version of this approach, which is to say that they are not law on the books. And what they do effectively is task the users of AI with identifying mapping, measuring and mitigating risks. The key point about these regulatory approaches is that they're geared towards making AI better and usable. So there can be potential serious blind spots in trying to figure out using this soft law, self governance approach when a company might actually say this risk is so severe by itself that it's just not going to use the system at all.
