Cities have become very expensive at a residential level. In many cities like LA, New York, San Francisco, Seattle, there is this kind of enormous pent up demand. So while the commercial sector may be suffering, they do have an opportunity here should they choose to unleash all this spending by allowing more people to live in the city. But whether they choose to do that or not is politically a pretty complicated question.
