The Nazis' Decision-Making Process
There's both a simple and complex answer to this. The Nazis go from expelling the Jews out of Germany, then planning to expel them out of Europe through successful prosecution of the war. What you can certainly say with clarity is that by the spring of 1941, excuse me, what you can see is that the final solution as a Europe-wide program is in place. There have been a series of steps to get there, but by spring of 1942, that's what we now think of as the Holocaust was really the program they were undertaking.
