Pregosian's Role in the War on Terrorism

There a version of this where pregosian is sort of embodying the role of systemic opposition to Putin whilst prosecuting a war at the same time. The united states now is seriously weighing should we designate Wagner as a terrorist organization which has a host of legal and military implications. i can well see again maybe this is giving Putin too much credit because he seems to be very disconnected from the realities both internally and externally but this could this could be a a plausible strategy right?
