In 2016, when they began to win, it was clear that Passnap didn't even have enough people to negotiate the contracts. So I began to get phone calls from the head of the union saying, something's going on in Philadelphia. There's a whole lot of heat down here. We keep winning elections and we can't even stop to negotiate. Can you come down and start coordinating the first contract campaigns? Fast forward. They were organizing. The whole leadership was organizing and I didn't know until I got there.
