Police chiefs facing in ediction are responding not by invoking war, but by trying to save lives and get people into rehav. It's hard to describe how bitter sweet many african americans feel witnessing this. The federal response to the opiate epidemic has been fairly different in that there's a lot more talk of treatment. Communities across the country have even supported harm reduction strategies that politicians in the past have balked at as too controversial,. like needle exchange.
