The Russians Are Trying to Keep Ukraine Away From Ukraine
In the original notpe attack, i am convinced that the russians knew that it was going to go outside of ukraine. And when you look at the way that the propagation settings were set up in napetya, it could literally go as far and wide as the network existed. So they're most likely holding back on something that would cause like, a world wide siber attack, like they did before,. out of caution to just not give nado an excuse to fully engage in this conflict.
