Elon Musk has over 100 million Twitter followers, I think. People try to impersonate him because someone posed this exact question to him on Twitter. If you haven't account that big, I imagine that Twitter is very hard to use. It's very hard to sift through. And he might think that what Twitter needs is some order to be installed.
