Bismarck's Intimidation of Viki
Bismarck has set up a counter espionage network. He's infiltrating spies into viki's royal household. They're looking at her correspondence and raiding her office. This is a, it's scare tactics, saying to victoria's daughter, we're watching you. We know what you're doing, and we don't like it. So gradually she's got less and less useful information to give. And its always co a victory, over a good, good few years, of victory too, to bismarck in the end.
