Offense Cyber Operations
I want to talk more specifically about particular issues or questions of international law that can be vexing with respect to offensive cyber operations. No it's true we don't always see or rarely see cyber operations real time and so it is challenging to provide that real time feedback. So when we consider those operations they fall under a certain legal regime or regulatory regime that the president has issued to the executive branch along with additional guidance for the Department of Defense. It's really the effects that make an offensive operation offensive.
