The Reassessment of China's Relative Power
The shift towards greater assertiveness began under hujentao, and it really, i think the marked shift in that direction begins after the global financial crisis. It reflects a shifting judgment on the part of chinese leaders about china's relative power. They used to be much more cautious about confronting us directly or appearing to challenge us in the nineties. That was certainly true. But they are much less so now, and that's because they judge that they're powerful enough to do that,. especially with influence operations and their revisionist language.
