Mao Zedong was a lot of things but he was not an economist. He felt this same kind of single mindedness and mobilization of the masses could work in rapidly industrializing China. Joe had been the one trying to push back against the Mao juggernaut that kept demanding an end to economic conservatism. These two years were hardly calm years but they were certainly the calm before the storm that would hit 1958.
