The Responsibility to Prevent in the United States
In venezuela it's very difficult, because you have a government in charge that has allegedly taken measures against its own people. And so in terms of responsibility to prevent there is a responsibility,. and i think many states have tried to exercise that responsibility by cutting off certain access to funds. But no one of these tools is going to actually work on its own. The i c c alone is insufficient. Crimes against humanity treaty is insufficient. States must ratify the treaty and then incorporating crimes against humanity into their national legislation. Just it's another little strig tying toown the gulliver of impunity.
