The Importance of a Functional Forum
The chapter does solve an issue in the sense of being an intermediate step for functional departments towards a full self-organization. The functional forum is a special case because this could be the successor of the functional department, indeed as you said. And that gives functional managers a way out. They can see, okay, so for a time being, I could perhaps be that chair of the functional forum... But they promised me that I will move into the blue team, the management team at some point.
