Twitter's value per second is what a buyer will pay for it. Elon Musk has until October 28 to see if in fact he can do it. The debt portion of this deal, the $13 billion, is 13 times e-baddah. This is an incredibly difficult loan to syndicate and should never have been underwritten at that level.
