What we've done with Early Childhood, but it would have to be said in other fields of care, is rely on a low cost model where you try and get away with paying people as little as possible. And then, of course, you're surprised when it generates all sorts of problems, whether it's just with young children or very old people. In Europe, it's a different picture. The countries that seem to me to have got it fixed have actually decided that what they need for working with young children is what they needs for working with older children.
