Trade Policy - What Congress Should Be Looking At?

A to restore some balance between the executive and legislative branches on tariff and trade policy. Over half of what we import are inter mediate products that we'd then transform into something else. Every time we put a tariff on a product, we're basically taxing that product so that it's more expense for someone to do something else with it. It could be the equivalent of basicly putting a wall in the middle of a factory floor. I think that congress taking back its constitutional power would be a great first step.
